The productivity of the U.S. commercial shipbuilding industry has been analyzed and established as approximately half that of the leading foreign competition. In contrast, the productivity of the U.S. naval shipbuilding industry is not well documented. The methods used in constructing naval combatant ships also must be analyzed and evaluated so efforts to improve productivity therein can be focused on specific problems and opportunities.
