The aim of the report is to review the recent increase in fatal accidents to General Aviation aeroplanes to determine whether there are factors common to a number of accidents which might have contributed to the causes; and regulatory or other measures which could be expected to reduce the number of accidents occurring without unreasonable detriment to the future growth and well being of general aviation.
