The report contains an assessment of the feasibility of constructing and operating a people mover system in Downtown Minneapolis and includes a conceptual plan for such a system. Of primary consideration is the economic and design feasibility. Design guidelines and performance specifications are developed, economic and environmental impact and benefit-cost analysis is discussed. The overall general aim of the study is to identify how a people mover system can realize the potential of Downtown Minneapolis by solving its transportation problems. Particular people mover systems covered in the study involve moving people either below ground, at street level, or at some elevation above the streets. Mechanical systems considered include the full range of people-transporting devices from moving sidewalks through individual personalized transit vehicles to intermediate transit or activity center vehicles. Considerations on the routing studies included tying together the fringe parking areas, cultural and housing facilities, and the downtown core.
