In December of 1983 Ingalls Shipbuilding assumed an active part in the Maritime Administration's Ship Producibility Research Program. At that time the Industrial Engineering department at Ingalls began to work on Task ES- S-21, the Data Development of Detail Standards for Outside Machinery Operations. The purpose of this project was twofold. First, it was to provide the shipbuilding industry with a set of universal. standards for Outside Machinery operations. Second, it was to identify specific areas where methods improvements could be made to benefit both Ingalls and the U.S. Shipbuilding industry.
