PennDOT and MPOs collect and process data that are used in managing traffic congestion. The amount of data that can be collected and the efficiency of the data collection are a direct function of available resources in terms of both personnel and equipment. In addition, these data are now used to assess the effectiveness of demand management strategies as well as the traditional supply-side improvements. For PennDOT and the MPOs to collect and process data more efficiently, they should be aware of the capabilities and limitations of current and emerging technologies used for transportation data collection. MAUTC has worked with PennDOT to provide a synthesis of information related to equipment that can be used for collection and processing of data that will be used to manage traffic congestion. MAUTC has demonstrated to PennDOT and regional MPOs the capabilities and limitations of current and emerging technologies used for traffic data collection in demand management strategies and traditional supply-oriented improvements. Researchers have provided a description of the current State DOT practices in highway data collection, processing, and analysis as well as identifying state-of-the-art transportation data collection. The researchers found that given the available technologies for data collection, State DOT's are about to experience a sizeable increase in the cost and scope of the existing data collection program. Some of the advanced technologies applicable are: Automatic Vehicle Identification Systems, Geographic Information Systems, Global Positioning Systems, and Electronic Toll Collection Systems.
