The operation of heavy freight vehicles brings both benefits and disbenefits. It has been argued that to decide effectively upon the desired balance we require the best possible understanding of the nature and range of the effects of operating these vehicles; of the magnitudes of the benefits obtained and the costs incurred; and of the distribution within the community of these benefits and costs. Within the scope of present knowledge and the limit on the size of the paper, examples have been presented to demonstrate that on some issues it is already possible to draw together objective information of the type required. However, it is concluded that on other issues it is not yet possible to provide valid relationships between vehicle size, costs and benefits and that in some cases, where the effects are even more difficult to define, it is unlikely that such relationships could ever be developed. In addition, even where numerical relationships are available, in some cases the effects are so disparate or complex that it is not possible to express the results of all evaluations in terms of a single common unit (for example, cash values).
