Maintenance actions consists of dredging the existing Federal channels in New Rochelle Harbor, New York to their authorized project dimensions. Spoil from the channels will be deposited in the approved dumping ground in the Atlantic Ocean unless the contractor finds a suitable upland site and obtains the approval of the land owners and concerned governmental agencies. Maintenance would permit safe passage of pleasure craft with greater enjoyment of water recreation to a densely populated area and facilitate the transportation of passengers and vehicles to and from Davids Island. Spoiling in the dumping ground in the New York Bight will contribute to the adverse effects associated with ocean waste disposal.
