The purpose of this paper is to clarify the naval engineers role in the process of manpower requirements development for new ships. The manpower determination process methodology has been developed by the Navy and must be applied very early in the design cycle, starting with feasibility studies. This requires the involvement of the total ship design community. Therefore, each naval designer and engineer also perforce must be, to some extent, a 'manpower expert' for his equipment or system. This involvement is continuous throughout all phases of the ship design process. This paper describes, in some detail, all of the manpower development actions that are expected from the ship designers.
