This report is directed to a review of the current military V/STOL flying qualities specification, MIL-F-83300, which became effective 31 December 1970. The approach taken was to use current experience with helicopter designs and helicopter operations to determine the applicability of each requirement of MIL-F-83300 to helicopter characteristics. In addition, the review determined the completeness of helicopter requirements. The effort included a review of pertinent technical reports and data available in Navy Technical Evaluation Reports, a review of comments from helicopter manufacturers and a review of comments provided by interested military commands. The results are presented in a paragraph-by-paragraph critique of MIL-F-83300.
