The objectives of the study are to identify institutional factors which are constraining the civil aviation R and D process by which new or improved systems and equipment are developed in response to civil aviation needs; to postulate options to remove or attenuate these constraints; and to discuss the advantages and disadvantages of choosing any given option in order to help guide national policymakers.
