Data on truck volumes are used by States in pavement design, capacity and level of service analysis, safety analysis, and economic development studies. Such data should be collected as efficiently as possible to serve those needs while minimizing data collection costs. In the study a cost-effective method for estimating truck volumes is developed. It includes a sampling plan to obtain sufficient geographical detail, temporal variation, general count locations, reliability and accuracy. A theoretical model based on the expected value concept to determine how much data is really worth collecting is suggested in the thesis. Based on the data available from the difference agencies truck volumes are estimated at permanent count stations and a truck volume map is prepared for Maryland.
