This document is one volume of a 2-volume set containing the report of the Secretary of Transportation to the United States Congress in response to Section 161 of the Surface Transportation Assistance Act of 1978. This Final Report describes the impacts that can be expected due to changes in truck size and weight laws. The study found significant productivity benefits to the trucking industry from the establishment of uniform national size and weight limits. The economic benefits would be realized, however, at the expense of increased wear and tear on the nation's highways and bridges.
