The Transportation Systems Center serves as Systems Manager for the Rail Supporting Technology Program of the Urban Mass Transportation Administration. One task under this program has been to assess the cost of constructing, operating and maintaining three kinds of urban rail systems: light rail, rapid rail and commuter rail. Cost data from several North American and European transit authorities were collected and analyzed. These data, together with recent experience of the Consultant in several transit construction projects, served as the basis of the cost projections. Factors influencing appreciable cost variations in construction and operations were reviewed and included as criteria for cost projections.
