The papers contained in this volume were among those presented at the 76th TRB Annual Meeting in January 1997. Of the more than 1,500 papers submitted by TRB technical committees in 1996, approximately 900 were recommended for presentation and/or publication. Because of financial constraints, only an estimated 600 of these papers will be published in the 1997 Transportation Research Record series. The peer review was conducted and final publication decisions for the papers in this volume were made by the TRB committee(s). The efforts of all authors who submitted manuscripts are appreciated, and TRB encourages their continued interest.
