The preliminary definition of an economical space shuttle program in which the evolution to full operational capability is achieved through phased subsystem development is presented. The following aspects of the program are discussed: (1) definition of system and subsystem configurations, (2) definition of phased evolution to final configuration, (3) analysis of design, test, cost, and schedule requirements, (4) definition of candidate booster designs and programs to facilitate selection, and (5) definition of program, system, and vehicle requirements.
