The results of a ten-year study designed to develop improved design and construction techniques for resurfacing previously overlaid pavements are presented. The four major topics addressed are milling, recycling, reflection crack control, and resetting manholes and inlets. Specifications and implementation packages developed to facilitate the adoption of the improved practices are presented as appendices.
