The report describes an investigation of the recovery from road users of the costs associated with the provision, maintenance and administration of the road system in South Australia. The investigation had three main components: The development of a road cost recovery methodology; The development of a computer program to give effect to the methodology, and to allow ongoing use of the method and future updating of the information base; and the application of the method to the current situation of road transport in South Australia. As well as considering the costs to the community of providing for road transport, the study also considered the level of congestion costs and the possible value of environmental effects.
