The purpose of the specification is to establish uniform requirements for the implementation of spacecraft telecommand systems to be flown onboard ESA spacecraft. The ESA telecommand concept embraces multiple layers of data communication protocols which are specified in two documents: the radio frequency and modulation standard; and the packet telecommand standard. The telecommand subsystem requirements, which apply to free flying spacecraft, are overviewed. The physical layer document provides the information required for a broader view of the overall telecommand system. Particular attention is given to the interference between the physical and the coding layers at the receiving end and the actions at the receiving end. Specifications concerning the coding, the functions of the transfer, the authentication, and the command pulse distribution unit are included. The requirements on telemetry reporting are summarized. Interface functional design specifications are given.
