Traffic fatalities caused by collisions between railroad traffic and road traffic on level crossings in the Netherlands are discussed. By means of a model factors which play a role in this kind of accident are studied and their mutual correlation is analyzed. Very little attention is given to the circumstances during collisions causing injury and the circumstances of an emergency maneuver being made to avoid a collision at the last moment. It is important to get a better insight into the causes of risk-increasing behavior in order to compose an effective related package of countermeasures to influence or modify the behavior. Due to the natural propensity of all road users not only to react to warning signals and traffic rules, but also to act on their own judgement, their decision processes should be made easier. A clear difference between the clearing and stopping time, good visibility of the trains and a separate sign in situations when more than one train passes at the same time, can have a positive effect.
