A rule based system is presented that is designed to assist human controllers in efficiently merging high density inbound traffic into congested airports. The rationale for the design of a rule based system and the critical requirements for the development of a rule based system for application to air traffic control are discussed. The system uses the OPS5 production system and is programmed in FRANZ LISP with embedded C functions. The system still has limited capabilities.
