The purpose of this investigation was to: Develop order-or-magnitude patronage and revenue estimates, based on revised population, employment, and auto ownership projections. Prepare estimates of the cost of construction and right-of-way for the 65-mile system. Determine the anticipated annual revenues that might be generated by the estimated patronage. Prepare estimates of operating costs. Prepare estimates of the cost of equipment and of annual debt service on capital borrowed to purchase it. Evaluate the feasibility and desirability of adopting the system as the express mass transportation component of a Regional Transportation Plan now being developed by the RPC in cooperation with its member agencies. Develop a suggested priority for constructing the various parts of the 65-mile rail rapid transit system. The study was limited to the rail rapid transit portion of the mass transportation system.
