The document is concerned with the study of traffic movements in a network as one of the most fundamental and important means of seeking the best solutions to traffic problems. The purpose of the research described in this report was to test new concepts introduced on an actual network in the city of San Francisco and, while doing so, modify and more fully develop a dynamic highway transportation model in light of its real world performance.
