The annular momentum control device (AMCD) a thin hoop-like wheel with neither shaft nor spokes is described. The wheel floats in a magnetic field and can be rotated by a segmented motor. Potential advantages of such a wheel are low weight, configuration flexibility, a wheel that stiffens with increased speed, vibration isolation, and increased reliability. The analysis, design, fabrication, and testing is described of the laboratory model of the AMCD. (Author)
