The administrative action involved arises from an application filed by Panhandle Eastern Pipe Line Company (Panhandle) seeking authorization for a certificate for construction of facilities necessary for Panhandle to transport natural gas produced in the Wattenburg Field, Colorado to its main transmission facilities in Liberal, Kansas. The proposal would include the construction of 89 miles of 20-inch diameter transmission pipeline, approximately 300 miles of gathering pipeline, 25,800 compressor horsepower, and other appurtenant facilities. Environmental impact would occur with respect to short-term effects on man, vegetation, soils, wildlife, water quality, air quality, and noise levels. Alternate routes for the transmission pipelines and for the compressor facilities as well as alternate sources of gas and the alternative of not constructing the proposed facilities are considered.
