A quantitative approach for modeling variable structure decision making organizations is presented. In these organizations, the interactions between the decisionmakers can change, depending on the task being processed. Using Colored Petri Nets as the appropriate mathematical formalism, an algorithm is presented for generating such variable structures. The approach is illustrated through the modeling and design of a hypothetical Airport Surface Traffic Control System. (JHD)
