The purpose of the study was to allocate highway construction and maintenance costs among vehicle types for the State Highway System which is the responsibility of the State of Georgia. This was accomplished by determining an annual road user cost responsibility for each vehicle type and comparing it to the income from the State motor fuel tax and Federal road user taxes which are dedicated to highways and contributed by each vehicle type. Overall findings indicate that only cars and pickup/panel trucks are paying their share of costs. Trucks are significantly underpaying and buses are slight underpaying. The figures which support these results should be considered as providing a relative comparison among the various vehicle types and should not be considered as providing absolute dollar amounts of overpayment or underpayment.
