The purpose of this circular is to provide guidance regarding the voluntary certification of U.S. vessels and their companies' safety management systems in compliance with Title 33, Code of Federal Regulations (CFR), Part 96. This circular also provides guidance regarding the recognition of organizations to act on behalf of the U.S. to complete audits and voluntary certification of U.S. vessels and their companies' safety management systems. U.S. vessels which must mandatorily meet safety management system requirements shall meet 33 CFR part 96 and follow the guidelines provided by Chapter 37 of the Coast Guard's Marine Safety Manual, Volume II.
