The objective of the study was to develop a system to be used by the California Air Resources Board (ARB) and the California Department of Motor Vehicles (DMV) to deny registration privileges to unresponsive registered owners of vehicles subject to an emission system recall. The system must provide for collection of information from the ARB regarding vehicles whose registered owners have not compiled with a manufacturer's emission system recall, applying registration restrictions to the identified vehicles, and removing registration restrictions after receiving notification of compliance with the manufacturer's emission system recall.
