This report documents the procedures and rationale used to produce overlays which depict line-of-sight coverage diagrams for Federal Aviation Administration (FAA) sites within the conterminous United States and printouts which indicate minimum reception altitudes for selected areas. The overlays and diagrams were submitted to the FAA in support of its Air/Ground Data Link and Flight Service System modernization programs.
