The proposed project consists of constructing a two lane hard surfaced highway around the west and north sides of Wahpeton and Breckenridge and constructing a bridge across the Red River, north of Wahpeton. The removal of through and some local traffic from the streets of these two cities will lessen traffic congestion; improve traffic operations; lessen traffic noise and air pollution. The project will require new right of way throughout the entire length. There will be an increase in the amount of traffic noise along the proposed route. No significant effects are expected on erosion, recreation, displacement of people, disruption of neighborhoods or conservation and wildlife.
