Highway engineers need to consider a variety of factors in the environmental impact of any highway project. This manual reports on the emission factors which are most representative of vehicles using freeways, local roads and streets. The emission factors take into account the vehicle deterioration factors, model year, annual mileage traveled, and average route speed. The developed emission factors are based on the best data currently available.
