Information on traffic accidents is collected on a systematic basis for the whole National Route system. While it is accepted that human error has the predominant role in the causation of traffic accidents, there is no doubt that road layout is a contributory factor in a substantial number. This has been accepted by a succession of Ministers for the Environment and the recent report of enquiry into the costs of providing motor insurance recommended a systematic effort to eliminate identified high risk locations. It is important in attempting to deal with the locations which have a disproportionate number of accidents that all the available information is used. This report uses simple mathematical techniques to link accident numbers with road section length and estimated Annual Average Daily Traffic on the section. These methods are discussed in more length in this report.
