Communities worldwide are seeking to promote walking and cycling as an important strategy to tackle greenhouse gas emissions, traffic congestion, and public health concerns. A key component of successful planning for increased walking and cycling is to collect data on use of these modes so that planners can track the success of their efforts. However, most communities currently lack a feasible mechanism to collect this information at regular intervals. In response to that need, this manual presents a simple, inexpensive survey method to measure local walking and cycling levels, the Pedestrian and Bicycling Survey (PABS). As the U. S. Department of Transportation declared in a 2010 policy statement: The best way to improve transportation networks for any mode is to collect and analyze trip data to optimize investments. Walking and bicycling trip data for many communities are lacking. This data gap can be overcome by establishing routine collection of nonmotorized trip information. Communities that routinely collect walking and bicycling data are able to track trends and prioritize investments to ensure the success of new facilities.
