The enclosed Report to Congress on results of the Department of Transportation's Comprehensive Truck Size and Weight Study is submitted for consideration by the Congress. The Study examines a broad range of issues concerning Federal truck size and weight policy and potential impacts of various types of changes in truck size and weight regulations on safety, productivity, infrastructure costs, the railroads, and the environment.
