The objective of the Maine Highway Safety Plan (HSP) is to coordinate, in the most cost effective manner possible, the many diverse highway safety related activities to be undertaken during the fiscal year 1979 (October 1, 1978 - September 30, 1979). These activities, should have a positive impact on the primary mission of the program, namely the reduction of 'traffic accidents, deaths, injuries and property damage resulting therefrom,' as mandated by the Congress of the United States in 1966. The goal of this five year plan is to reduce the mileage death rate from 2.80 to 2.00 deaths per 100 million miles of vehicular travel by 1982. The immediate objective for fiscal year 1979 is the reduction of the death rate from 2.80 to 2.65 and a reduction of the injury rate from 170.67 to 165.0. It is hoped that by 1982 the injury rate can also be reduced to 150.0.
