A proposal is made to separate the northbound and southbound traffic flow thru the city center of Newberg, Oregon, using mainly existing surface streets. Environmental impacts include a short period of retail sales decline and readjustment to a one-way traffic pattern on the affected streets, and changes in present noise levels.
