A December 24, 1991, decree slashed vehicle duties by almost half and returned U.S. and European vehicles to equal footing with Japanese imports. The decree eliminated a customs classification system which discriminated in favor of cars and pick-ups with less than 1,500 cubic centimeter (cc) engines. The new customs rules, while significantly lowering duties on all automobiles, open the door to U.S. vehicle sales by basing all duties and associated taxes on the vehicles established selling price.
