In October 1998, the Health Care Financing Administration (HCFA) approved the Commonwealth's request for a two-year Non Emergency Transportation Waiver. The waiver allowed the state to continue implementing its Human Service Transportation Delivery Program (HSTDP). Approval of the waiver required the state to provide an independent assessment of the program to HCFA three months prior to the end of the waiver period. In October 1999, the Commonwealth contracted with the Kentucky Transportation Center to conduct this evaluation.
