This report documents the environmental impacts of a recommended 1995 regional air carrier airport system. This system is designed to meet Southern California's future air travel needs by 1995 and beyond. Additional airport capacity would be provided primarily by a proposed new offshore airport in the Los Angeles-Long Beach Harbor Area. Existing air carrier airports would be constrained at activity levels set by current policies. The report documents a systems-level environmental assessment of this recommended system. Two alternative systems are also analyzed, which both lack a new airport, including one with policy constraints in place, and another with policy constraints removed.
