The objective of this report is to introduce permanent ground anchors (tiebacks) into highway design and construction. Routine consideration of permanent ground anchored structures as alternates to current standard construction methods has been shown to produce savings in construction funds and right-of-way acquisition. However, to properly design and construct anchored facilities requires a rational engineering approach. This manual includes guideline information to assist engineers in evaluating the feasibility of anchors in specific situations. Data is presented on project phases ranging from suggested anchor uses to detailed construction specifications and inspection.
