The statement proposes a project to: construct runway 3R/21L (10,000 ft x 150 ft) with parallel and connecting taxiways, including runway and taxiway lights and navigational aids; demolish existing structures; clear and grub construction site; relocate storm water drainage and construct a water retention pond; relocate Eureka Road; construct perimeter fencing; landscaping; acquire 1,524 acres of land; and relocate 315 persons. Environmental impacts include: Sound impact; pollutant emission from the airport; displacement of 315 persons; removal of 109 residential dwelling units, 12 business structures and one billboard; loss of agricultural land; increase in storm water runoff; and loss of 1300 acres of wildlife habitat, including 50 acres of existing trees.
