The statement concerns the construction and operation of an eight-unit second powerhouse on the Columbia River at the existing Bonneville project. Clark, Klickitat, and Skamania Counties in Washington and Multnomah, Wasco, and Hood River Counties in Oregon would be directly affected by the proposed action. Some adverse effects include highway and railroad relocations, removal of existing town of North Bonneville, excavation and disposal of about 18 million cubic yards of material, temporary turbidity during construction, noise and air pollution associated with construction activities.
