The proposed highway improvement is located east of Newark in New Castle County, Delaware and involves relocation of the present South Chapel Street. The project which begins at a point approximately 2,700 feet south of Penn Central Railroad tracks and ends at a point 700 feet north of Cleveland Avenue, involves a two lane arterial and a bridge at the Penn Central Railroad crossing. The following environmental impacts are considered: safety, traffic flow, water pollution, air pollution, noise pollution, community disruption, proposed land use planning, aesthetic values, historic values, pedestrians and bicycles.
