This Circular updates Navigation and Vessel Inspection Circular (NVIC) No. 8-92 by: (1) adding a new exemption for offshore supply vessels and certain fishing or fish tender vessels to the applicability section; (2) clarifying the responsibilities of the Qualified Individual; (3) amending the geographic description of the higher volume port area of the Strait of Juna de Fuca and Puget Sound, WA; (4) adding a new section to address certain planning requirements for vessels calling at the Louisiana Offshore Oil Port (LOOP); and (5) eliminating the exemption for foreign flag vessels transiting the Great Lakes or the Straits of Juna de Fuca from the applicability section.
