The Department of State and the U.S. Information Agency allow personnel to use ship transportation for home leave and transfer of assignment travel. GAO found that this practice increases the transportation cost and travel time of personnel and their families to and from overseas posts. GAO also found that travel advance management by these agencies is inadequate, resulting in write-offs and delinquencies of travel advances. Although some improvements are planned, the problems may not be fully corrected for years until State's new financial management system is fully implemented.
