The report describes work concerning the design of a liquid Helium cooled infrared spectrometer for an Aerobee sounding rocket payload. The flight is designed to study the diffuse radiation from the Ecliptic and Galactic planes. The designs of the Dewar and electronics systems are not described here. The telescope will be an f3 7-inch aperture Cassegrain system. (Modified author abstract)
