A test and evaluation plan supports the U. S. Coast Guard's experimental vessel traffic system (VTS) being developed for San Francisco harbor. This VTS consists of a state-of-the-art shore-based radar, advanced communications equipment, computer based automatic target detection and tracking, and automated traffic analysis and display. The plan is designed to be a comprehensive guide in the test, integration, and evaluation of the equipment and operational procedures being furnished by several contractors. The plan is organized into five general sections. (Author)
