The report documents the activities and accomplishments of the first year of a two-year research effort designed to predict the impact of an interruption in service of the GIWW (Gulf Intracoastal Waterway) to the Texas highway system. The research is to consider the kinds of disruptive events possible, their probability, the location and duration of the events, and resulting impacts on safety, the environment, and the Texas roadway system.
