This document summarizes key issues and recommendations related to developing a congestion index for the State Highway System in Arizona. The concepts presented in the document have been developed and refined by the Texas Transportation Institute over the course of the past 10 years. The concepts were derived and have been refined from numerous congestion research studies, technical debates and discussions with other transportation professionals, and an ongoing dialogue with non-technical audiences (e.g., media, elected officials, etc.).
