The plan provides an overview of the research, development, test, and evaluation plans and programs of the National Highway Traffic Safety Administration (NHTSA) in the area of Intelligent Vehicle Highway Systems (IVHS). The program plan is submitted to the Congress in response to the report of the Senate Committee on Appropriations, Report 102-148, DOT and Related Agencies Appropriations Bill, dated September 12, 1991. The report was prepared for the Appropriations Committee, but will also serve as an input to the overall Department of Transportation strategic planning for IVHS. A strategic plan for IVHS is under preparation by the Department and will be submitted to the Congress by December 18, 1992, in accordance with the provisions of the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA).
